Question is - what is C2W for? The business case for buying a nice commuter bike already stacks up given the costs of car ownership / train tickets before offering salary sacrifice.

Aim of the scheme should be to help to make the case for those thinking of giving it a go.

You can still get "enough" bike for £1k IMO - maybe push it to £1.5 if you must. I don't think many folks that are buying a first commuter bike need to spend more.

I have a bike collection most would be envious of, but in 20 years of commuting 20 miles a day, never used a bike worth close to £1k.

I have many friends who have bought multiple bikes on C2W to use at the weekends. All high rate tax payers who do not need to have their hobbies subsidised.

Back to £1k limit for analogue bikes (no mountain bikes).
If you're just getting into commuting u don't need to spend more

£3k cap for e-bikes maybe - must be cargo or hybrid - no road bikes
Make it for commuting / transport not hobbies

Increase relative benefit for lower rate tax payers

I mean it must be people killed, because otherwise including 9/11 would only have added "1" (or maybe 4) to the Islamism total.
