Again, there are technical reforms available here, and they should be included in Dems' funding demands, like:
* limit who can perform warrantless arrests so GS-1801 goons can't do it; and
* limit 8 USC §1357(a)(2) so it's not vague "reason to believe ... likely to escape" language.
