I think the reason economic appeals only work some of the time is that even if inequality is toxic to society and voters feel real economic strain, there is still enough relative affluence throughout society that cultural identification trumps (sorry not sorry) the popularity of D policy ideas.

2/2 Caps on Ukraine's military but not Russia's? Granted, Russia faces more threats, vastly more territory to defend, but limitations on Russian forces deployed near Ukraine border in order if Ukraine must accept military force limits.

2/2 would have Russia "enshrine in law" its policy of nonaggression toward Ukraine and Europe. The commitments should be of equal legal weight.

1/2 If Europe really is taking this seriously:

Item 25 (Ukraine will hold elections in 100 days) needs to go. Russia has no business dictating Ukraine's democratic process.

Item 7 would have Ukraine enshrine in its constitution that it would never join NATO, but item 16...
