CA has shot itself in the foot with its own policies and now it wants to point the finger and punish everybody else.

They are also not responsible for CA's policies incentivizing sprawl into these areas through zoning laws and subsidizing demand of property insurance by artificially capping what insurance companies can charge and not allowing them to adjust based on catastrophe risk.

Oil companies are not responsible for CA's refusal and/or inability to effectively utilize controlled burns to reduce the risk of these mass-destruction fires.
