Good! All-machine recounts don't check that the counting software worked correctly, + in NC only the Pres race gets a hand audit (verifiedvoting.org/auditlaw/nor...).

Nat'l Academies of Science, Engineering, Medicine recommends hand recounts (see p. 6): nap.nationalacademies.org/catalog/2512...

3/2 2018 NASEM report recommends against relying on ballot images alone as an audit measure, see pp. 6, 94.

Bottom line: Combining images, vote records of all ballots WITH hand-count samples is IMO the platinum standard in vote count security.

2/2 The Bipartisan Policy Center says it well: "Elections are highly complex operations, and errors inevitably occur. The most accurate results come not from relying on either machine tabulation or hand counts alone, but from pairing the two together."

Well... "A majority of Americans sided with the national guard because, whatever the country’s feelings about an increasingly unpopular war, the protesters had come to represent something much more objectionable." www.theguardian.com/us-news/2020...
