Le Parlement a définitivement adopté mardi la proposition de loi agricole Duplomb-Menonville, comprenant entre autres une mesure décriée de réintroduction sous conditions d'un pesticide néonicotinoïde, et présentée comme une réponse à la colère agricole de 2024.

The people in eastern DRC face immense hardship. Illegal charcoal trafficking isn't central to the conflict dynamics, but it remains part of the complex equation. I'm sharing this draft at a particularly meaningful moment. Virunga, Africa's oldest park, celebrates its centennial on April 21st!

4️⃣Perhaps quite promising for policy makers: we find evidence that power companies can subsidize initial purchases and recover costs through increased electricity sales and carbon finance, requiring just an initial investment rather than ongoing support.

For biodiversity conservation, we quantify potential benefits for gorillas’ quality of life using animal welfare economics. Since deforestation directly threatens their survival, the positive effects are really substantial.

3️⃣ Charcoal consumption falls by 34%, directly reducing deforestation pressure on the park. The climate impact is significant: we abate 1tCO2eq for less than $20 using conservative estimates.

2️⃣Household energy spending decreases by 30% when (partially) switching meals to electric cooking, with reduced cooking time. (No health effects were observed, consistent with other recent studies.)

We tracked outcomes over 12 months and the results are promising! The benefits after 1 year exceed the subsidy cost (and EPCs lifespan is 5 years). Some details:

1️⃣ Adoption is high (85%) and sustained—measured with of over 1 million electricity transaction data (see the graph).

We thought their might be a business model in which the electricity company subsidizes the purchase of the EPC, and reimburses itself though increase electricity revenues (+ carbon finance). Aka, vertical integration, razor and blade type of model. We tested this approach.

We worked with Virunga Energies, a private electricity company owned by the park. Together, we provided Electric Pressure Cookers to 1,000 randomly selected households in Goma. EPC are just great for many African cuisines, but they remain accessible to a niche because of their high price.
