This seems to be USDA howling into the void after its terrible communications led many states to think that they were free to do what USDA should have told them to do all along. I sometimes feel like howling into the void myself, but I cannot imagine doing so in the cause of keeping millions of people hungry. My guess is that the main point of this memo is to intimidate states that are considering issuing full November benefits. It also may think that some states have performed some of the steps needed to issue November benefits but not completed those tasks. But for states that have already issued benefits, USDA's regulations only allow pulling them back in the case of erroneous issuance or systems error, none of which this is. This is not like the situation where a flawed automated system adds an extra "O" to everyone's benefits. I do not see how USDA can do anything to the states. It was its own memo that said it was working toward full November issuance; its memo did not tell states not to do the same or say it would change its position if it got a stay. And it left that guidance in place for a full day after it received the stay. USDA has nobody to blame but itself.

Just learned about your and Adonis’s amazing efforts and donated to the Northeastern New York Regional Food Bank “in honor of Adonis the cat and the memory of my cat, Jules (he passed late last month 😢). Such good boys!

My duties include ensuring compliance with federal data privacy, security, and regulatory requirements, as well as ensuring data is handled in accordance with internal and external policies, standards, and industry best practices. SSA data is among the most sensitive data in the Federal Government, and the CDO must be well informed about all sensitive data exchanges, storage implementations, and data access concerns. Recently, I have been made aware of several projects and incidents which may constitute violations of federal statutes or regulations, involve the potential safety and security of high value data assets in the cloud, possibly provided unauthorized or inappropriate access to agency enterprise data storage solutions, and may involve unauthorized data exchange with other agencies. As these events evolved, newly installed leadership in IT and executive offices created a culture of panic and dread, with minimal information sharing, frequent discussions on employee termination, and general organizational dysfunction. Executives and employees are afraid to share information or concerns on questionable activities for fear of retribution or termination, and repeated requests by me for visibility into these events have been rebuffed or ignored by agency leadership, with some employees directed not to reply to my queries. This involuntary resignation is the result of SSA's actions against me, which make my duties impossible to perform legally and ethically, have caused me serious attendant mental, physical, and emotional distress, and constitute a constructive discharge. After reporting internally to management and externally to regulators serious data security and integrity concerns impacting our citizens' most sensitive personal data, I have suffered exclusion, isolation, internal strife, and a culture of fear, creating a hostile work environment and making work conditions intolerable. I have served this Country for almost my entire adult life, first as an Active-Duty Naval Officer for over 22 years, and now as a civil servant. I was deployed during 9/11, decorated for valor in combat during Operation Iraqi Freedom, and graduated from US Naval Test Pilot School. As a civil servant, I have served as a Presidential Innovation Fellow, in the Centers for Disease Control during COVID, within OMB on the Federal CIO Data Team, and now serve as the SSA Chief Data Officer (CDO). And that brings me to the number "six" - something Trump kept invoking on Monday, when he claimed that he had resolved that many wars in his first seven months in office. The conflicts he is taking credit for resolving seem to be the ones between the Democratic Republic of Congo and Rwanda (little evidence that it's over); Egypt and Ethiopia (ditto); India and Pakistan (there is evidence of very little U.S. involvement); Kosovo and Serbia (same); Armenia and Azerbaijan (ditto, but the sides did go to the White House to sign an agreement); Cambodia and Thailand (U.S.-backed talks resulted in a cease-fire, not necessarily an end to the conflict); Israel and Iran (Trump claims to have prevented a nuclear war by dropping bunker-busting bombs). That's actually seven. But also, none.
