National Guard troops in Memphis have not been federalized. They are deployed under federal Title 32 rules, which preserve state authority over the National Guard with the federal government paying for expenses. As such, the Tennessee National Guard remains under Lee's control. Article 3 Section 5 of the Tennessee Constitution places strict limitations on the regular circumstances under which a governor can deploy guard troops. Deployments are limited to cases "of rebellion or invasion." Legislative authorization is also required.

I find it very interesting that on the day that happened this quote from Assistant Secretary for Public Affairs, Tricia McLaughlin, was in a Chicago Sun newspaper article & then was deleted in later, updated versions

I think it’s that he sent a deployment order but they hadn’t deployed yet. Trump has been threatening us in Illinois for awhile but hasn’t actually given an order until now
