She literally does not have the moral or sympathetic capacity to understand how damaging her actions were during the response to the flood. She cut off funding and shut down call centers. It took her 72 hours to approve any deployment. This IS a threat.

I’m glad someone is finally taking about soft power v hard power and what it means. This is not a new concept. It’s a trend that’s been happening with Trump and it should be concerning to all in the US government.
