in Settings > Apps > Safari, you can find a setting switch for the little "tabs" thingy. iOS 26 by default switches it to compact, but bottom and top should restore the Show Tabs button.

why this isn't clearly indicated to the user normally is beyond me

The first option is between "Compact", "Bottom", and "Top", each with a radial checkmark element underneath. Compact is currently selected. The graphics show a simplified iPhone with a compact bottom area, a thicker, more featured bottom area, and a split element on the top and bottom. These all represent the three different options for the Safari tab UI element. Underneath that are other settings: "Landscape Tab Bar", "Allow Website Tinting", "Open Links", and "Close Tabs". It's one section, with a combined search/URL element, back and forward buttons, the Share button, Bookmarks, and the Show Tabs button. All of these elements are indicative of the Bottom setting in the Safari settings inside Settings being enabled.
