You are confusing something. For Brazil, the price of premium on Google Play is set to 52.99 reais. That's equivalent to $10 USD (1 BRL = 0.19 USD), not to 52.

The prices are adjusted already (on Steam). For many countries it's about half of default $15 price. Do you mean $52 as a combined price to buy all games on all distribution platforms? Because I'm pretty sure there is no region where any of my games cost $52.
