the "so what" of this document to me is that this document makes the American position diametrically opposed to Carneys. The Americans are saying their is only one way for Canada, and that way is America, not China or Europe.

What worries me most is a new imperative out laid in this document that"The choice all countries should face is whether they want to live in an American-led world of sovereign countries and free economies or in a parallel one in which they are influenced by countries on the other side of the world"

So on the face of things, this seems like a NBD for Canada, however, quickly reading this document it really seems like the US Gov sees Canada's resources, markets and people as apart of their "backyard" (read as sphere of influence).

TLDR: the Monroe doctrine dates from 1823 and is about non-interference in Europe in exchange for "non-colonization" and Non-interference by Europe in the Americas.
