Yea the api is defiantly rough. You can edit a slices name, bounds, properties, etc... I don't think you can re-order the built in dropdown. Sprite.slices is read only, and Sprite:newSlice() puts slices in alphabetically. You can make your own with Dialog:combobox() and put them in any order.

I'm not aware of any built-in gui for that. But the scripting api definitely has all the hooks you would need to write your own. See aseprite.org/docs/scripti..., and aseprite.org/api/sprite#s...
