It's an apples and oranges comparison. Ordinary citizens are more ethical, empathic, and courageous than corrupt politicians. And most politicians are corrupt these days.

They had to call it Kentucky Kares in that state to get people to sign up for it. Other states made similar adjustments that worked for them. Because people were too dumb to know it was the same thing.
