I am of course, playing devil's advocate here, i believe Lando deserved the penalty, and Max didn't. The answer is also "Flags should be observed without question". The problem is that all of this can be reasonably questioned from a perspective of "consistency"

People then can go - Well why was Max able to get away with a smaller punishment, where there was a risk factor involved, compared to Lando, where there was little to no risk factor involved (Or was there an immediate risk involved?)

i 100% agree. I think they have just left a weird space with how they define some things. Max's penalty on Saturday, with impeding, is partially defined as a safety issue. The punishment for that was watered down due to mitigating factors. (I dont believe Max should have been penalised)
