I've just realised my one memory of this film is actually from the Serious Phoenix Johnny Cash film where he's introduced to drugs for the first time and someone says "Elvis does them!" and Elvis is in the background giving a thumbs up.

Yeah indeed, so this feels to me like either a steampunk kind of setting, or ultra-rationalist dystopia, what do you think?

I'd probably shift the lines so that Ireland was divided more along the middle, because we already have a reasonable idea of how an arbitrary split on the upper northeastern corner would go, although Donegal would be in Haag.

Is it transported over from anime somehow? I see "of sorts" used a bit by people doing skits in other places to telegraph that the character is a "nice guy" type.

"Do of good manners again" is what that would appear to say. If you want to say bring back good manners or something similar, you could say "tabhair dea-bhéas ar ais".
