Caoimhe Archibald has now published the draft legislation to shut the existing RHI. It's just two and a half pages long but would give her department exceptionally sweeping powers to make changes "of any kind"....essentially the power to do as it pleases.

Most people assume that since Victorian times it's been compulsory to send all children to school. It's not - and in fact, you don't even need to tell the state that your child should be in education.
