The costs involved for compliant importers and retailers to implement TPD is huge, the fact that the legislation may not be doing what it is supposed to (ensuring registration of all components of tobacco products before sale and tracking same) is very concerning.

If the developer fails to renew/ pay premium it each year with insurance agent. Its rate that the full monetary value of bond is lodged with the council.

Does cond of planning require bond remains in place until completion & have the council ensured that has occurred. If bond has been allowed to lapse you may be able to make council responsible due as competent authority. Legal representation will probably be required unfortunately. Bonds are tricky.
