How do we fix this? I'm not sure. Those places are rapidly becoming commuter towns for the knowledge economies which cluster in university cities like Manchester and Liverpool.
The revival of those university cities is genuinly hopeful.

Preston, Bolton, Farnworth, Southport etc. are all have gorgeous buildings. However, they are beset by poverty and other social issues.
It's a real shame and goes back to the decline of manufacturing which assymetrically affected those areas.
