Good fws do not stop evaluating rules after the first hit unless you specifically instruct them to do so. In this way they allow for very granular and complex setups with many subnets/NICs, while maintaining a clear hierarchy for auditing. Most governmental/military systems use fws based on this.

Disagree. I'm with OpenBSD on this. Rules are evaluated from the top down. So first you stop the packet and then you test it against rules to let it pass. It fails the rules - it's blocked. The other way around is akin to keep the gate up until you figure out whether you need to maybe close them.
