They seem to be stuck - won't enact the subsidies & won't kill the filibuster. They will bargain by offering a bag of beans.

This is a good thought exercise. Perpetually, the answer is "a lot". At current growth rates they would overcome the RFR+ERP hurdle. However, the history of capex expansion to this degree doesn't support "a lot" of profitability growth over the long haul for the companies doing the spending.

To me, the "Mamdani Way" is to listen to voters and formulate policies that are responsive to their needs. Then articulate the argument for those policies authentically.

Obama did this and carried Ohio and Iowa - twice.
