The thing I seem to keep missing is WHY? I know we have theories, and they’re probably not wrong, but has he given HIS reason for this? I just don’t get it. What is the supposed benefit here?

And these were undoubtedly paid by importers whose goods were already in production or on the water when the tariffs went into effect and had no other option besides abandoning the goods.
