My guess is it's to cover the streaming connection, storing the results, etc. plus development. Basically the free ride is getting squeezed by putting in a cap via the charge to come off your free budget.

I personally imagined clouds choosing a name that was appropriate (which could be universal and/or per service, e.g. `fastapi` and `fastapi-functions` for FaaS), fall back to `pylock.toml` if neither are found, and look up to 1 level down in case the lock files are in e.g. `lockfiles/`.

The quick take is either approach: let the user specify the name and/or location, or just support a specific name and say where you will look for the lock file.

Question about the support: is there any way to specify which pylock.toml to use? E.g. if I have a pylock.fastapi-cloud.toml file, how could I tell FastAPI Cloud to use it? Or have you thought about explicitly supporting a lock file named "fastapi-cloud"? Or did you think it would complicate things?
