In fact at 600,000 would be per capita much higher than Russia and the U.S.

Seems extremely high, would still be by far the largest in Europe in both absolute and per capita numbers. And not very sustainable, financially or otherwise.

Wondering how this was originally written. The English versions I've seen have had "British English" (BrE) and not 'American English' (AmE) spellings. A few examples: data centres, modernise, modernisation, programmes, etc.

One example is point eight: "NATO agrees not to station troops in Ukraine." Rather meaningless, since it leaves open possibility of an "𝐄𝐔 𝐛𝐚𝐜𝐤𝐝𝐨𝐨𝐫."
