Bungie doesn't release the roadmap to the public and then start working on it then. They'll have been working on it for months/years first. Some updates are easier than others but expansions are going to take 1.5-2 years to complete. Engine work is the most technically challenging too

Also idk where you pulled the "development plans are made 3-6 months in advance" from but...that is a gross underestimate

Yeah and you expect Bungie to devote resources to updating and converting all those old destinations to the beyond light engine in a year and a half? They couldn't even do this when they had 1000+ employees and you want them to do that now with 600 fewer ... While also making new expansions?
