Don't know if you are meaning me personally, I was repeating what I found after looking for answers.
I was of the mind it was murder of civilians by a state, however according to what I found it is too vague to apply satisfactorily

The answer I got:

They’re called war crimes cos:
States are judged under international humanitarian law, not domestic criminal law.
Using military force "invokes" the laws of armed conflict.
Violations of those laws = war crimes

The term provides a legally enforceable framework for accountability

No threat whatsoever. Premeditated, extrajudicial murder carried out by a state against innocent until proven guilty civilians.

I looked it up and to all intents and purposes they are war crimes as they are carried out by a state using military force outside of battleground and international law.

It's all about context. It's being carried out by a state across international borders outside of battleground. Using military weapons against non-combatants. Breaks treaties and more actionable. The state can be held liable etc

Why is it a 'war crime?'

Is it because the murders were carried out by the armed forces using weapons of war?
Is it because they *say* they are at war with narco-terrorists, even though congress hasn't met to ratify?

Failing that, surely it's just straight up murder without evidence of guilt.
