To get a TRO you need to show harm is both imminent and irreparable. (As opposed to standing, where you need to show you’ve been harmed or face imminent harm). Judge could still grant a preliminary injunction. She also suggested the merits are strong. Just didn’t see specific irreparable harm.

Agree. So if you’re Apple or Google why voluntarily give Trump this leverage? Adams I get, he felt he had no other choice. But I don’t get this. What am I missing?

I still don’t get it. Isn’t there a non-zero chance Trump changes his mind (for whatever reason) and all of a sudden it matters that these companies have been violating a law that exposes them to hundreds of billions of dollars in fines? Why give him that leverage?
