But calling for violence (minus incitement or true threats) is 1A protected speech. Hence the need for strong social consequences.

I don’t think that’s accurate. The border zone applies to US Customs and Border Protection and is the space within which they can perform certain warrantless searches. ICE operates throughout the country.
