if i were a local journalist i'd ask the mayor at a press conference if using a police dog as a weapon is a violation of PPB regulations and if so, what is the protocol for enforcing those regulations when ICE breaks them, and if we don't have one, how do we make one

the mayor just repeated his constant refrain that ICE agents in portland need to abide by PPB standards, such as wearing body cameras, limits on munitions, etc. could "using a dog as a threat" be a violation of PPB standards?

like i know police dogs attack people constantly but i didn't think the cops acknowledged that the dog was just a weapon they could use to brutalize someone for misbehaving
