Ive always considered HP as a subset of expanding bullet. When I think HP I think Hydra-Shok or something similar, not things like Soft tip 30-30 rounds for lever action. Subtle nuance that Ive not really considered that much tbh.

TIL, all the hunters I know in Utah don’t use HP for hunting to avoid damaging the meat. Had no idea some states require for hunting.

The zomg hollow point take is valid from the standpoint of “I bought these bullets to kill/maim a person, NOT to go to the range, and NOT to kill an animal for meat” their primary and sole function as far as Im aware is to kill/maim.
