Serious question: if Congress controls the purse strings, how does SCOTUS make a ruling like this? As if THEY are deciding how that money should be used. Their job is to interpret the laws, not to apply their own will. Just making sure I didn’t miss something.

Responses like this are horrendously shallow. In no way was she celebrating the tragedy of his death. However, she strongly disagreed with his message. Ideological differences are not grounds for firing unless they provably affect performance. If we can’t disagree civilly, we don’t have free speech.
