It takes 19V in (to use for the Flip Dot Matrix), and converts to 5v for the arduino and shift registers.
LEDs are not included since they are only testing indicators.

The bad news: melted breadboard and maybe burnt out a MOSFET. I'm guessing I need to adjust the shift registers to NOT be "on".
Also accidentally killed the arduino.
Next: create a circuit diagram to have bigger brains tell me how to fix it.

Next step: update the code slightly (to stop the flashing) and make it work for the flipdot panel.
After that: plug in the shift register outputs to their respective spots (the 5 yellow leds will control the 5 cols/rows).
