yeah; in "peacetime" no one forces you to think about such choices. But when true instability appears, suddenly THERE THEY ARE and you can't just wish them away.

Do I like it? No; I'm against nationalism in a very deep way; I think hostility to multinational citizens is a horrible thing culturally. But a leading politician? Hmmmm.

Do we think Cheeto has too much loyalty to Putin? Why should that be any different? (because the answer seems to be yes)

no one in the crucible thinks they have "divided" loyalties; it's only in the crucible that you must make a decision that may involve them. So people asking prominent politicians about it -- given that war is one of the crucibles -- are I think legitimately doing so.

but I don't think it's a problem for your average citizen of anything at all. We ALL have every day divided loyalties we have to navigate: if you have two kids, and they both "need" you, how do you choose? So your question is fair, for sure.

In general, they aren't. In political power, they are for those of the persuasion that local politics should be for the locality.

If you're going to be senator or president or governor you pretty much should be able to say which of the dualities you care about when they come into conflict....

I think he pivoted to the maximalist position after losing the original bet; in either case, I don't think trump is paying any attention to anything going on at this point and they're running HIM (even though there's no evidence he'd stop anything)
