They did the fantastic Arkham games, then let them fizzle. Could have segued after Knight to either do a then topical Wonder Woman series with similar mechanics, or developed other parts of the Bat Family in that style.
Instead, we got Gotham Knights and Kill the Justice League.

Highway Town does feel a bit barren, as most of the npcs seem to be non-interactive background extras. Reminds me a bit of the premise behind Arefu.
