I get the impulse but it's extremely regressive to target car owners within the city, because the poorer parts of Chicago are less-served by transit and bike infra.

A road toll for large vehicles coming from the suburbs would be a more equitable way to go about this.

CFL was very involved in Quinn's ordinance from early stages.

I doubt Quinn gives two shits about labor, but once he involved them, it made opposing his version of the bill politically impossible. There was nothing Lawson or any of the pro-housing alders could do without risking their careers.

Why do you think Lawson compromised with Quinn? Quinn outmaneuvered him by bringing the unions into it.

Appearing to go against unions in Chicago is political suicide.

Sure but Chicago is a union city, in a way that DC is not.

The alders here bend over backwards to appear pro-union, even for regressive policies like adding an apprenticeship requirement for ADUs.
