On efficiency vs services... got me thinking. My spare tire is inefficient. It cost me money, it lowers my mileage (extra weight) and does nothing for me... until I need it, and then it is incredibly important.
I am willing to accept the inefficiencies for the safety it provides.

In business you are competing against competitors. Efficiency is important to remain competitive. In government, you are providing services. Some inefficiencies are good to ensure the effectiveness of the services.

Yesterday, I read a fox news article (yeah, I know) on the ICE enforcement hyping violent criminals being deported. Rough numbers calculated about 2.5% of recent deportations met their criteria. Statistics I found are about 8% of US citizens have felony records.
