Really my assumption is most of the caucus will vote no, but enough will vote for cloture. Presumably they have the whip count or this wouldn’t have came out.

Yeah, as I said yesterday I do not think people would actually want the “Minority Leader” of either chamber to be the de facto leader of the party for a variety of reasons!
