I had so many questions that I looked up the book this illustration is from, The Kaiser's Garland. It didn't help. The next page goes big on pigs, but not on context

The pigs have an aggressive number of teats each. Also, there are long, skinny shapes interspersed between the aerial pigs that I think are sausages meant to look like bombs.
