Youp, it's because of the government shutdown, which means US federal workers stop getting paid. Seeing as how embassy workers are mostly employed by the Department of State, that's the reason. Also means any activities the embassies are normally engaged with are reduced to minimum or none at all.

though just checked now and last year's Sept also had the lowest number of Computer views of the year, so might be seasonal
