Writing specifications which achieve a high level of interoperability with minimal footguns is a skill with a very high ceiling, and it seems clear from the outside that either no such person was sought to be on the bsky team or they were not listened to

And yes, this experiment has alread been played out in the wild. Mastodon federates blocks to the targets' server, and there are a whole bunch of servers out there where if you block one of their users, a whole bunch of people turn up to harass you.
