Because that’s not what you voted for. You voted for the California legislature to make the decision, and so far they have had the wisdom to not do it. If anything, standard time should be year round. Do you really want children going to school in the dark?

Permanent DST is a terrible idea. We should abolish DST and use Standard (Solar) time all year.
