The biggest lament from landlords in Portland is that when a tenant leaves, they can only raise rent on the unit by 5%; they want to be able to price vacant units at market so it’s worth renovating them.

But their effort to get voters to agree was trounced in a 2023 referendum

I read through cases at Portland’s Rent Board, where one landlord tried to get around the rent control limits by charging a tenant $310 a month to use the porch attached to their unit (the rent board sided with the tenant)

As the Providence City Council crafts its rent control ordinance, they have to decide how much the annual rent limit would be, who will be exempt, and whether to allow higher increases in between tenants.
