Remember the Parable of the Drowning Man? He asks God for help during a flood, and ignores two boats and a helicopter? Those are the people in charge of Texas. Waiting for a miracle instead of acting on a century of warnings. There’s no reason 250 people had to die, other than systemic ineptitude.
