It was an absolutely false statement, and one they’d maintained for quite some time. (Either that, or the statement was an admission that Martin Charteris was utterly derelict in his duty to keep his boss informed.)

Is he trying to claim recognition of prior learning for his law degree, based on his extensive time spent in court rooms?
