True. Basically, he's seeking federal funding (US taxpayers) to pay his state Guard members for presence in his state.

It likely won't. Louisiana governor called for federal funding for calling up his own forces in his own state. The other cases are where the governor of the receiving state opposes having Guard forces being called up.
