Thinking more about this, the runoff cycles might need to happen in case someone spoiled their first choice but had a valid second choice. Like if they did write-in and one of the candidates for round one, but had a valid pick for round two.

Those odds should be quite low, but in fairness not zero.

Yeah, I was baffled by this too. The denominator is total votes cast, not total votes for the race. By that metric, "no vote" is in second place with just over 40,000 votes.

But even looking at the numbers there's no way Fine can pick up enough votes to get to second place. Seems pretty silly.

As posted elsewhere, the Tax Board election threshold is 33 1/3% + 1. So no runoff necessary.

Also absolutely no idea why Google Earth can't handle a circle that crosses 45N. It might even be an error mapping between S2 and GCS.
