Caltrans District 7 is spending millions to put in a bus lane on Santa Monica Bl, but is punting on a 3-block bike lane to connect the two Ohios to each other in West LA.

Seems like if one did nothing else but figure out why it takes the city 7 years to do 1.3 miles of bike lanes, and then fixed whatever processes/procedures/budgets are the issue, we would fix everything.
