The short version is that he’s incredibly cheap and doesn’t want to spend any money on the team, while also needing to be involved in every single decision that is made, all while not knowing anything about the sport. Too cheap to compete, and too involved to allow for smart hockey decisions.

Definitely true in some schools, the school I teach at does it this way at least. Unless the kids leave them in their lockers, which is also an option for some.

There’s a phone cube that travels with them to every class. Also there’s regular phones in every teachers classroom on the teachers desk. They don’t get them during lunch/recess though, but they are readily available.
