Not only is all of this and the fact Luigi's bags were completely unpacked and repacked before being taken to the station "to check for bombs" a super convenient way to have planted or tampered with evidence, but several officers on scene have a history of doing exactly that.

NYPD all have their body cameras off, can be seen visibly glancing at Altoona PD body cameras and mumbling to one another in what appears to be disbelief and annoyance that Altoona PD have their body cameras on.
