police intel bulletins typically contain unverified information or even rumors, so this is hardly surprising

but wsj shouldn't be taking this information at face value, especially given that their sources (likely cops) leaked an image of the rifle which notably did not appear to include carvings

police intelligence bulletins are routinely full of rumors and bad information, this is not surprising. they were also a main vector for misinformation on the "satanic panic" back in the 80s, and on youth narcotics usage (D.A.R.E.) in the 90s.
